Presentation for the students of UTMS by the Director of The Customs Administration of The Republic of Macedonia, M-r Vancho Kargov
The Director of the Customs Administration of the Republic of Macedonia, Mr. Vancho Kargov has presentation on theme: "Managing customs activities in Republic of Macedonia," that was held on 20.05.04.2013 , at the University of Tourism and Management in Skopje.
This presentation by the Director of Customs, is a part of the program of the University of Tourism and Management in Skopje, to invite guest lecturers, who present their knowledge and experience in the field in which they are experts for the students of UTMS. On behalf of the University of Tourism and Management, the guest from Customs Administration was welcomed by the Dean of the Faculty of Economics, Professor. Dr. Saso Kozuharov.
Mr. Kargov, started his lecture with overall presentation of the Customs Administration of Republic of Macedonia, which was founded on 04.14.1992, and was immediately faced with problems like very small number of employees, limited resources etc. So, their first task was staffing for effective functioning of the institution.
After brief introduction about Customs foundation and the problems that Customs Administration faced, Mr. Kargov stressed that his lecture will refer not only to the purely customs issues, but will also include more segments of the organization of administration and their effective functioning. In fact he presented the supreme model of organization and management in customs, which can also be applied in other organizations. But, in addition to explain of the complexity of the organization, he firstly explained the organizational structure in order to familiarize students with sectors that are part of the Customs.
In his speech, Mr. Kargov mentioned that the main objective of Customs is to prevent the evasion of customs or to prevent evasion of customs duties, for which he illustrated and cited several examples of customs fraud. Students was able to make conclusion about complexity of customs operations, that this is not only customs matters, proper functioning require multi discipline approach and engagement of employees with different profiles and qualifications in regular Customs activities.
Director of Custom Administration, Mr. Kargov mentioned some statistics too. He said that the biggest custom branch is Bitola, while most revenue is realized by the custom in Skopje. Beside the basic goal, one of the most important additional goals of Customs Administration is to institutionalize mechanisms for permanent self-control, as well as introducing mechanisms for providing permanent comprehensive development. For this purpose, 43 software’s are used. This software’s work seamlessly and simultaneously and are striving to achieve greater transparency of Customs work.
Mr. Kargov did not forget to mention about the harmonization of the customs system of Republic of Macedonia with to the customs system of the European Union, as well as all measures that were undertaken in our country for easier access to the EU.
At the end, Mr. Vanco Kargov has highlighted the cooperation of this institution with the education system and has invited UTMS students to visit the Custom Administration and to get closely acquainted with the working system and organizational units too. In addition, Mr. Kargov has a meeting with the Rector of the University of Tourism and Management, Professor. Dr. Ace Milenkovski, where once again, he highlighted the successful cooperation between this two institutions, with strong intention even to improve it in the future.
